Why (When) Does Fighing for a Right Become a Victory?

 A disabled person has several rights that distinguishes them from other people. This is called normality. I hope we can all agree on that. It is normal for a disabled person to have all the medical assistance for free if the situation requires. It is normal for a disabled person to receive money from the state authorities where they live, money enough to survive the month (at least that is what I presume). It is normal for a person with disability to be supported by the family members to have his/her own family. Social interaction is like water to anybody (with problems or without).    

In Romania, things do not happen in such a way. Disabled people here are often mocked by the system that has to protect them. They receive a small allowance of 90$ per month, money which is insufficient to live from. The invalidity pension raises up to 200$ per month, again, I see it as a mockery to them. Too little money being provided to people with great needs. People without arms, legs, sight or other diseases have to live with such few money. Lucky for some they have families, but what happens when they become a burden even to their families? 

Why were so many cases of law suit for these allowances? Considering the fact that the amount is clearly too small to live out of it. So why take someone it´s right to try? Does this happen only here in Romania or?

I want justice to be made for these people but I fear it is just a dream of mine. As the justice system together with the medical one and the finance system are all sleeping and sinking deep into corruption. Otherwise I can´t imagine how the news found a few years ago a village full of blind.
